The legacy caching bundle at sources/legacy-caching/dist/ was
gitignored by sources/.gitignore, so CI never included it. Fix by:
- Copying the bundle into sources/dist/legacy-caching/ during build
- Updating the loader path to resolve from dist/legacy-caching/
- Adding legacy module build steps to build-dist action and
ci-update-dist workflow

Recover the pre-extraction caching code (from 7a4e0968~1) into a
standalone module at sources/legacy-caching/. This module bundles
@actions/cache@4.0.5 with the existing patch and adapts the old
caching API to the current CacheService interface.
The cache-service-loader now uses the legacy module by default and
only loads the proprietary vendored module when the license is
accepted. Both paths are wrapped in a LoggingCacheService that
identifies which module is active in logs and the Job Summary.

The setup-gradle action tries to get a short-lived access token given the supplied Develocity access key.
This key can be passed either with the `DEVELOCITY_ACCESS_KEY` env var or via the `develocity-access-key` input parameter.
If a token can be retrieved, then the `DEVELOCITY_ACCESS_KEY` env var will be set to the token.
Otherwise the `DEVELOCITY_ACCESS_KEY` will be set to a blank string, to avoid a leak.
