0e4b100458 Use node to set file timestamps 
Using `find` and `touch` will not work on windows, so this provides a
cross-platform mechanism.

915123c493 Add experimental support for cache-cleanup 
- Includes basic implementation as `CacheCleaner`
- Integration test that checks unused files are removed:
  - Downloaded dependencies
  - Local build cache entries
  - Wrapper distributions
